Deliberation tool

Community deliberation for the sake of formulating a complex document such as a platform, or legislation, or a constitution would require two primary elements: a defined process for developing complex asynchronous discussions so they are progressively refined; and a software tool to enable that process.

- Problem identified, described, presented to community
- Digg-style asynchronous discussion, with community voting on each comment
- How to determine when discussion is sufficiently explored so a vote can occur?
- Community votes on who should be the designated "editor" of the discussion
- Editor gathers competing points, summarizes them, presents them to community
- Up/down vote on whether each competing point is accurately summarized
- When consensus is reached on competing point accuracy, all major positions are presented to community for ranked a vote
